Official reason given: "LAs will no longer have to input EU-required sheep/goat/deer movement information into AMLS from 1 April 2014 (500,000-600,000 movements annually) because this will in future be undertaken by Defra-funded commercial contractors. The estimated cost of the data inputting service carried out by LAs is in the region of £2m pa. The RSG has already been reduced to reflect this saving." (source).
